2023 Annual Homelessness Assessment Report - Part 1

This report outlines the key findings of the Point-In-Time (PIT) count and Housing Inventory Count (HIC) conducted in January 2023. Specifically, this report provides 2023 national, state, and CoC-level PIT and HIC estimates of homelessness, as well as estimates of chronically homeless persons, homeless veterans, and homeless children and youth.

2023 Point in Time Count

The annual Point in Time (PIT) Count is conducted on a single night in January each year across South Carolina by the state’s four Continuums of Care. Each year, hundreds of volunteers across the state conduct surveys with persons experiencing homelessness in shelters and living in places not meant for human habitation in order to understand their barriers to homelessness and connect them to services. 2022 SCICH State of Homelessness Report

Produced in conjunction with the South Carolina Interagency Council and the four South Carolina Continuums of Care, this report provides comparative data on homelessness across South Carolina and across multiple data sets from state organizations: SC HMIS, SC211, SC Dept of Corrections, McKinney-Vento Program in SC Schools, SCMH PATH Program Point in Time Count and the US Dept of Veterans Affairs.

2020 SCICH State of Homelessness Report

Produced in conjunction with the South Carolina Interagency Council and the four South Carolina Continuums of Care, this report provides the most comprehensive view of homelessness in South Carolina to date. The report was designed to compile and communicate statewide information about homelessness as well as present localized data so readers can see the progress their local community is making towards making homelessness brief, rare, and non-recurring.

2019 Racial Disparities Study Summary

This new summary report outlines racial disparities in he provision and outcomes of homeless assistance in the Upstate Continuum of Care. Conclusions and recommendations are provided to help address these newly identified disparities in the Upstate SC homeless response system.

South Carolina Housing Needs Assessment

Since the publication of the previous South Carolina Housing Needs Assessment in 2019, our state has been challenged like never before by the COVID-19 pandemic. One thing that did not change, however, is the reality that the cost of housing is increasing in our state and the amount of money that people earn to pay for housing is not on the same trajectory. Indeed, those in the working class were hit hardest in 2020, as many low-wage service jobs in sectors like hospitality, food service, and personal care were lost due to safety restrictions and reduced demand. The full picture of need is still unclear, but it is substantial.

To help SC Housing implement evidence-based policies to fuel the state’s economic recovery and inform stakeholders about local conditions, we have updated the 2019 report with the most current data available. Due to the segmentation of data about the extent of homelessness in our local area, it has been difficult to answer simple questions such as “How many people are experiencing homelessness each year in the Upstate of South Carolina?” This brief summarizes insights gained from a recent study utilizing data from the Upstate’s two main sources of information on sheltered homelessness: 1) Miracle Hill Ministries’ Database and 2) the Upstate CoC’s Homeless Management Information System. This data-sharing partnership between the Upstate CoC and Miracle Hill Ministries now provides a more definitive perspective of the number of persons experiencing sheltered homelessness in the Upstate.
