The FY2026 CoC Program Competition is Now Closed
The Notice of Funding Opportunity (NOFO) for the Fiscal Year 2026 Continuum of Care (CoC) Program Competition is now closed. The Upstate CoC is proud to present the 2026 Collaborative Application and Priority Listing. These are the finalized components of the 2026 Consolidated Application and will be submitted by United Housing Connections on 9/30/2026.

HUD reopened its FY26 CoC NOFO to accept applications with a new deadline of September 30, 2026 at 8:00PM ET. The NOFO is unchanged except for the new deadline and the technical correction in the first bullet below. The additional 12 days will allow CoCs to finalize and submit their applications. Please see update to the timeline located near the bottom of the page.
CoCs that have not yet notified project applicants whether they were selected for the Priority Listing may do so now. HUD has made a technical correction to the NOFO to reduce the 15-day notification requirement to 7 days.
Additionally, HUD has published a waiver of 24 CFR 578.51(b) to permit private nonprofit applicants, recipients, and subrecipients of funds awarded under the FY 2026 CoC NOFO to administer rental assistance. The First Circuit Court of Appeals stayed the district court’s ruling to vacate the NOFO. We are currently awaiting a timeline from HUD to complete the FY2026 Competition.
Notice of Court Order
On Friday, August 7, 2026, the U.S. District Court for the District of Rhode Island in the related cases State of Washington, et al. v. HUD, et al., 1:26-cv-00439 (D.R.I.), and National Alliance to End Homelessness, et al. v. HUD, et al., 1:26-cv-00436 (D.R.I.), determined HUD’s issuance of its FY2026 Continuum of Care Competition and Youth Homeless Demonstration Program Grants Notice of Funding Opportunity (2026 CoC NOFO) violated the Administrative Procedure Act and vacated it. HUD is currently evaluating the order and considering all legal options, including appeal to the U.S. Court of Appeals for the First Circuit.
Despite the order, HUD stands by the lawfulness of the 2026 CoC NOFO because HUD knows that Americans deserve and support commonsense homelessness solutions that restore recovery, self-sufficiency, and accountability for outcomes as set forth in the 2026 CoC NOFO.
Guidance for Current Applicants
Due to the court’s order, the 2026 CoC NOFO and its August 26, 2026, application submission deadline are no longer in force as HUD is unable to accept applications at this time. HUD will communicate further guidance and additional updates via the SNAPS Competition Listserv and HUD.gov as they become available. A PDF copy of the 2026 CoC NOFO remains available for informational purposes on the CoC competition page on HUD.gov. Questions regarding the 2026 CoC NOFO may continue to be submitted to CoCNOFO@hud.gov.
FY2026 CoC Program Application Information
The U.S. Department of Housing and Urban Development (HUD) released a Notice of Funding Opportunity (NOFO) for the FY2026 Continuum of Care (CoC) Program on June 1, 2026. Interested new and renewal applicants should reference the materials and instructions below.
The Upstate CoC has multiple submission deadlines for our local competition. Applicants should thoroughly read the instructions to understand what materials should be submitted and when.

On August 10th, 2026, HUD announced the FY2026 CoC Program Competition was paused due to ongoing litigation. HUD reopened the FY2026 CoC Program Competition on September 18th, 2026. Below is the Upstate CoC’s adjusted local competition timeline.
